Pool Manager Delegates Generalists Junior

PURPOSE OF THE POST

The Pool Manager “Delegates Generalists Junior” is accountable to manage specific part of the resources affiliated to the global pool of delegates generalists occupying junior positions in the field (*the exact scope/part of the global pool is still to be determined, as it will be shared between several pool managers*).

In collaboration with the HR department and services, the Pool Manager will support the operational regions and in-country delegations in establishing the human resources management of this population in terms of workforce planning, talent acquisition and career development.

ACCOUNTABILITY & RESPONSIBILITIES - Functional responsibilities

Workforce planning:

  • Assess the strategic and operational needs of the pool from short to long term.

  • Ensure positions are adequately staffed according to operational needs.

  • According to set workforce planning objectives, monitor and report on achievements and take corrective measures.

  • Provide input on the orientation for talent acquisition strategies and plans for the pool

  • Systematic identification and forward-looking analysis of pool staffing needs to determine the quantity, mix of experience, skills and competencies required to ensure succession pipeline

    Talent acquisition activities:

  • Prepare generic role descriptions (job families).

  • Provide advice to line managers in the preparation of the job requisitions for mobile and key resident positions.

  • Confirm sourcing channels (external-internal).

  • For mobile and key resident roles, may participate in the selection process from a pool perspective to verify technical competencies.

    Selection and assignment activities:

  • In consultation with the métier’s managerial team, fix the final decision (according to IAP – Track 1 and 2) for mobile and key resident positions staffing.

  • For each assignment, define individual onboarding needs (training, briefing, integration …).

  • For each assignment, fix the timing and conditions for the mission with the staff/delegation and give clear instructions to HR services (Global Mobility) for preparing/organizing the mission.

    Career Management activities:

  • Act as the reference and contact person for pool members and external candidates to discuss, orientate, select and take decisions on their career’s evolution and aspirations within the métier.

  • Discuss and guide employees in defining development needs and proposes relevant action plan for current or future positions.

  • Maintain relationship with pool members (active and inactive).

    Global:

  • Ensures the correct application of the different processes defined for pool management and update data in the HRIS tool according to different roles in the processes.

    SCOPE & IMPACT

    Strategicimpact– ensures the appropriate level of resources (quality/quantity) for the pool corresponding to the operational needs and strategies for the métier/pool.

    People management responsibilities– is accountable to conduct all the activities defined under the scope of his/her functional responsibilities for the métier and plays the role of direct manager/reference for pool members (active/inactive) in between postings.

    As central person for the sourcing and staffing of the métier, the pool manager is also a key player during crises situations.

    RELATIONSHIPS / REPORTING LINES

    The pool manager is part of the management team of the métier, reporting directly to the head of division or unit with a close interaction with heads of sectors/specialists. His/Her work is supported, overseen and controlled by HR to ensure consistency and quality of services in the conduct of the different activities across pools.

    He/She is working closely with the different HR services (REC, Specialists, Global Mobility, Talent, COE) and at the delegations’ level with the HR managers and direct/technical managers.

    CERTIFICATION / EDUCATION

  • University degree or a combination of relevant studies and experience (*related to the métier*)

  • Knowledge of assignment and career management and/or other HR processes would be an asset

  • Fluent in English including excellent writing skills, French and any other language an asset

    PROFESSIONAL EXPERIENCE

  • Strong ICRC field experience, ideally at managerial level

  • Strong interpersonal skills, capacity and enjoying working in a team, to coordinate and integrate multidisciplinary competences

  • Sound knowledge of ICRC and HR frameworks and approaches

  • Strong interest in HR practice, able to demonstrate motivation and ability to contribute to improved onboarding and assignment of junior delegates.

  • Familiar with planning systems and good knowledge of the sourcing channels for the métier/profession.

  • Proven skills and competencies in designing and implementing processes

  • Proven ability to achieve results and deliver on objectives

  • Strong interest in career management and HR practice

  • Strong interest in diversity issues

    CONTRACTUAL CONDITIONS

    Place of assignment:Geneva

    Type of position: Mobile

    Length of assignment: 3 years, extendable for maximum 1 year

    Starting date: ASAP
