Senior Communications Field Officer
With leadership of the Head of Sub-delegation (HoSD), the Senior Communications Field Officer is responsible for designing communication strategies in ICRC's Davao sub-delegation office that aims to promote knowledge and acceptance of ICRC's activities including promotion of International Humanitarian Law (IHL).
Main tasks:
Overall duties:
- Serves as focal person for all communication activities of the ICRC in Mindanao
- Follows-up and monitors the proper operational, financial and administrative implementation of all communication programs in Mindanao
- Contributes to define and implement the communication strategy of the ICRC in Mindanao
- Supervises the communication field officers in Davao and Cotabato
- Implements the communication strategy of the ICRC and runs communication program/activities in support of the Zamboanga office and its AoR
- Generates specialized communication content (written and AV)
- Responsible for Com’s expenditures in Mindanao and the follow-up of all expenses under Communication cost center (MAN3200)
Public communication (PubCom)
- Contributes, implements and evaluates the public communication strategy for the ICRC in Mindanao
- Manages media relations at the regional and local level, including networking and mapping
- Represents the ICRC in public events and can act as the sub-delegation spokesperson
- Plans and implements events with journalists
- Generates specialized written content (news releases, updates, social media, etc.)
- Organizes media and AV missions in Mindanao
- Supports other departments and field offices with regard to their media relations needs
- Supports Com/MAN in preparing various public communication documents for use by sub-delegation and offices in Mindanao: key messages, press lines, Q&A, speaking notes, etc.
- Shares ICRC’s public communication materials with media for coverage, Movement partners and internally with all ICRC staff in Mindanao
- Identifies the needs of the sub-delegation and offices in terms of PubCom materials and public events and contributes to and generates ideas for development of communication tools
Operational Communications (OpCom) / Beneficiary Communication (BenCom)
- Contributes to the operational & beneficiary communications (OpCom/BenCom) strategy of the ICRC in Mindanao
- Contributes to defining OpCom plans for each field office (Cotabato, Zamboanga & Butuan)
- Be the focal point for all BenCom matters in Mindanao and provide support to the field in this area
- In coordination with HoSDs/HoOs, guides and supports the implementation of the OpCom plan of action
- Helps develop and consolidate networks with circles related to OpCom (authorities, armed carriers, beneficiary, religious groups, civil society, local media etc.)
- Contributes to the elaboration of communication material required for OpCom/BenCom
- Supports all concerned field staff in terms of BenCom activities, offers advice and support during emergencies and conducts field missions to support and coach staff
Analysis and reporting
- Contributes to the identification and definition of the Communications planning-for-results (budget planning) objectives and strategies for Mindanao
- Participates in drafting budget for communication programs in Mindanao
- Ensures proper reporting on communication activities that are carried out and provides regular reports of all activities
- Contributes to the general reporting needs of the Com department and the Davao sub-delegation on communication activities
Required knowledge & experience:
- Master's degree in communication, journalism, media relations or equivalent
- 6-year work experience in a similar field
- Fluent in written and spoken English
- Excellent communication and presentation skills
- Excellent political and social environment analytical skills
Preferred knowledge & experience:
- Good command of Visayan, Chavacano or Tausug languages
- Strong organizational skills
- Willingness to travel
