Purpose of the post:
The Office of the Director General (DIR/GEN) has established a new sector to coordinate the institution's planning, monitoring and evaluation efforts. Its work is geared towards operationalizing results-based management at all organizational levels, both through the implementation of specific projects and the provision of guidance and support to managers on performance management issues.
In line with the team's revised mission, an Advisor post has been remodelled to establish ICRC's institutional requirements in terms of RBM and evaluation and supporting departments, divisions and managers in integrating results-based management (RBM) into their management practice. The Advisor reports to the Head of Sector.
Main Responsibilities:
- Manage the Sector's efforts in determining RBM institutional standards and promote their implementation.
- Design, establish and manage ICRC's evaluation function and ensure oversight at the institutional level. Provide guidance and support to internal and external stakeholders regarding evaluations at all level of the organization.
- Follow external developments related to performance management and advise ICRC staff on their relevance for the organization; reinforce the ICRC's dialogue with key external stakeholders on performance management issues.
- Serve as the Sector's focal point on the Planning for Results process (planning, budgeting, monitoring and reporting of results), supporting the development and update of related processes, methodologies, procedures, and overall guidance to staff.
- Coach departments and delegations on issues related to planning, monitoring, and evaluation and monitor the use of RBM methodologies across the organization.
- Lead the Sector's effort in streamlining and harmonizing training initiatives around programme management and results-based management in order to strengthen staff capacity and accountability. Develop, update, and facilitate training modules accordingly.
- Manage and accompany external consultants hired by the Planning, Monitoring and Evaluation Sector.
Priority Tasks for 2016:
- Play a lead role in developing and ensuring the integration and harmonization of processes, practices and tools related to results-based management at the institutional level.
- Refocus support to departments and delegations on issues related to RBM in line with new DIR/GEN priorities, and develop related guidance.
- Revise the ICRC's evaluation strategy and develop an evaluation function (including an evaluation policy, framework, oversight mechanism and management response mechanism).
- Inform institutional and programme specific training initiatives with RBM and programme management content.
- Map relevant external stakeholders and engage with key organizations (including ALNAP, CERAH, and components of the Red Cross and Red Crescent Movement) on issues related to performance management and RBM, accountability, etc.
Background and experience:
- Advanced university degree; specialised training in performance management an asset.
- 5-7 years of professional experience in the field of performance management, with a particular focus on planning, monitoring, and evaluation methodologies.
- Proven business analysis skills and hands-on experience in designing, implementing and managing results-based management systems at the institutional level.
- Strong project management skills; proven track-record in accompanying organizational change.
- ICRC or Red Cross Movement field experience an asset.

- Demonstrated interest in performance management, with a strong "client" focus.
- Solid team player; confirmed capacity to work transversally.
- Strong analytical and organizational skills; adept at collecting, synthesizing, interpreting, and summarizing data.
- Excellent listening and interpersonal skills; demonstrated "coaching" and relationship-building capacity.
- Ability to translate complex questions into practical strategies and action and to present information a clear and concise manner.
- Sense of initiative and ability to work autonomously.
- Strong people management skills.
- Available for short field missions.
- Excellent oral and written communication skills in English and French.
Length of assignment: 2 years (maximum-duration contract)
