Mexico: REGIONAL MIGRATION ADVISER -LOCAL CONTRACT

The Regional Delegation of the International Committee of Red Cross (ICRC) to Mexico, Central America and Cuba and the National Red Cross Societies of the Region develop a humanitarian program in order to provide response to basic needs and protection to migrants.

In order to develop and implement the migration program the ICRC is looking for a highly qualified Regional Migration Adviser able to provide technical expertise and management to the regional team.

The incumbent will analyze the migrants problematic from a regional perspective, will develop and implement the migration strategy and contribute to the coordination of the activities in favor of migrants. The aim of this challenging position is thus to contribute to the strategic thinking related to the ICRC identity and positioning in Mexico and Central America.

Main responsibilities:

Analysis and reflection

· Analyze and follow up on regional migration trends from a regional perspective (Mexico, Central America and the USA), focusing on the humanitarian consequences and needs, in order to orientate the action and define priorities

· Contributes to the regional delegation's strategic orientation in favor of migrants and the strategic thinking related to the ICRC identity and positioning in Mexico and Central America. Assures implementation and monitoring of a joint strategy with ICRC Washington in the field of migration

· Defines a strategy of representation and humanitarian diplomacy on migration at regional and national level

Representation

· Contributes to the mapping of the various actors and stakeholders related to Migration at a national and regional level

· Maintains, strengthens and develops a dynamic network of interlocutors relevant to Migration issues

· Meets with authorities and other relevant actors (NGOs, International Federation of Red Cross and International agencies, etc.) at regional, national and state level, when deemed necessary. Participates in regional forums on migration

Coordination, supervision, planning

Jointly with the Regional Migration Delegate:

· Coordinates activities in favor of migrants in the region in cooperation with other departments (Protection, Health, Security and Armed Forces and Communications). Provides advice and orientation to the respective missions (Honduras, Guatemala, Salvador and Panama) with regard to the migration file whenever required

· Participates to the definition of data to be collected according to the objectives and the evolving needs and contexts. Contributes to the development of a protection dialogue with the authorities in the region and drafts external interventions on migration issues, among others by promoting the integration between protection and assistance activities

· Participates in, provide orientation and/or supervise the capacity building of the ICRC and National Societies involved in activities in favor of migrants.

· Coordinates and carries out visits to selected migration centers and other shelters where migrants are detained, and drafts internal reports and external interventions (oral and written).

Qualifications and skills required:

· Advance university degree

· Experience minimum of 6 years in similar positions

· Proficiency in Spanish and English (both oral and written)

· Experience in monitoring, analysis and management of resources

· Previous working experience in the Regional migration file essential

· Proven networking and diplomatic skills

· Excellent writing and reporting skills

· Proven experience in project management

· Availability to travel

· Working permit for Mexico.
