HUMAN RESOURCES CONSULTANT
IN SUPPORT OF THE SOMALI RED CRESCENT SOCIETY (SRCS)
PURPOSE OF THE FUNCTION
To provide technical Human Resource (HR) advisory and consultancy service to the SRCS leadership on the development, overall strategy and implementation of the SRCS HR strategy.
To provide technical HR advisory and consultancy services to the SRCS leadership on the overall strategy and implementation of the SRCS compensation and benefits guidelines, which includes the design, development and oversight of the organization’s compensation and benefits goals and competitive practices. The consultant will advise on the applicable functional areas through comprehensive analysis and evaluation of the organization's compensation and benefits framework.
The HR consultant will then advise on existing policies, tools, processes and related issues, including reviewing and revising them, and developing them where absent, following quality management requirements of the SRCS, partners, local legislations and sector best practices and standards.
RESPONSIBILITIES
· Define and report on a roadmap for the SRCS HR department for 2017-2020,
· Revise and advise on implementation of internal staff regulations,
· Develop a standard job description template and develop/revise job descriptions for all existing positions accordingly,
· Define/revise organizational structures (set-ups) at management and branch level as needed,
· Conduct a salary market survey and develop a salary grid,
· Review and establish/update a hiring policy for the SRCS,
· Create contracts for the employees based on a standard model to be developed/revised.
DELIVERABLES
· HR Roadmap 2017-2020,
· Internal staff regulations, including annexes if needed,
· Procedures to revise/define organisational structure,
· Policy, procedures, templates for job description, and job descriptions for all positions,
· Proposed set-up based on the new organisational structure,
· Organizational chart for the departments, coordination offices and branches,
· Salary scale and function grid,
· Salary market survey report.
QUALIFICATIONS
· Background in HR management with at least ten years of experience working with non-profit organizations,
· Proven working experience in compensation and benefits management,
· Understanding of the different local labour laws as well as experience in interpreting legislation together with policy and procedure to provide effective HR advice and solutions.

· Knowledge of the Somali context,
· Knowledge of the Red Cross/Red Crescent Movement,
· Strongly motivated by humanitarian work,
· Able to work under pressure in a multicultural team, and in complex and unstable security environments,
· Strong facilitation/presentation/training skills,
· A strong customer service focus, a flexible and adaptable attitude and the ability to forge cross-cultural relationships and build trust demonstrated through previous intercultural experience,
· Outstanding written and verbal communication skills with strong attention to detail and ability to prioritise and control workload,
· Proven ability to influence stakeholders as appropriate to ensure successful outcomes,
· Ability to apply judgement, creativity and flexibility to generate innovative ideas and approaches and to solve complex problems,
· Well-developed project management skills.
ASSETS
· Previous working experience(s) within the Red Cross & Red Crescent Movement,
· Previous international humanitarian and/or development experience in low income countries (NGO’s, IO or charity organization).
CONTEXT SPECIFICITIES
· Assignment: six (6) months,
· Expected to travel extensively across Somalia (security, logistical and administrative arrangements in Somalia to be managed by the ICRC) implying restrictions on certain nationalities (list to be provided with the job description),
· Requested to provide regular feedback (orally and in writing) throughout the course of the assignment.
CONDITIONS
· Nairobi-based with regular travel to Somalia (or vice-versa),
· Administrative requirements and accommodation costs in Nairobi borne by the Consultant,
· Transportation, accommodation and security arrangements when travelling to Somalia catered fully by the ICRC.
