The Manila Shared Services Center (MSSC), based in Makati since 1992, provides a range of services mainly in the field of Finance, Accounting, Logistics, Reporting & Human Resources, to ICRC Headquarters in Geneva and delegations around the world.
Deputy Chief Accountant (Based in MSSC)
Job Purpose
For efficiency reasons, ICRC Headquarters has off-shored accounting activities to Manila. The person will play a critical role in the supervision of General Ledger activities, Accounts Payable, Accounts Receivable and Mission Expenses processing. He/She will be responsible for ensuring the smooth and efficient running of the financial services, whilst ensuring end to end documentation and controls. As a member of the Finance Management Team, he/she will work in close collaboration with Headquarters (HQ) and Service Center's units.
Main Responsibilities:
- Supervises and coaches a team of over 20 staff, mainly accountants (accounts payable, receivable, expense claims, general ledger) by providing process expertise and guidance
- Accountable for ensuring that expected deliverables and deadlines are met
- Works in close partnership with the accounting team in HQ and other departments, to ensure integrity of the ledgers and full compliance with accounting policies and IFRS
- Module leader for the general ledger module in PeopleSoft
- Ensures existence of documented processes and controls; and keeps them updated
- Ensures smooth and efficient delivery of services within the team
- Participates in the monthly and yearly closing processes
- Produces reports and analyses
- Optimizes accounting and closing processes; makes recommendations and takes initiative aimed to improve efficiency and quality of these processes
- Proposes accounting treatment in line with institutional policies for complex transactions
- Designing document policies, guidelines and processes including key controls
- Assists in audit preparation, including consolidated and statutory financial statements and other projects
- Serves as escalation level for handling sensitive cases (e.g. expense claim, etc.)
- Focal point for the external auditors with regards to the above mentioned processes
- Oversees the expense claim module leader
- Supports the expense claim team in its user support role including improving the user manual
Selection Requirements:
- University Degree in Accounting
- Certified Public Accountant (registered in the Philippines)
- At least 10 years experience in general accounting
- At least 4 years supervisory experience of an accounting team
- Knowledge in ERP applications (experience with JD Edwards or PeopleSoft is preferred)
- Previous ICRC experience in Finance Division is an advantage
- Fluent in English; working knowledge of French is an asset

- Excellent organizational skills; capacity to coordinate and manage multiple work processes
- Knowledge in Hyperion SmartView for office is preferred
- Excellent Computer literacy (MS Word, Excel)
