The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization with the exclusively humanitarian mission to protect the lives and dignity of victims of war and internal violence and to provide them with assistance. It also endeavors to prevent suffering by promoting and strengthening International Humanitarian Law and universal humanitarian principles. The ICRC Somalia delegation in Nairobi is seeking for an experienced and motivated person to fill the position of:

PROTECTION FIELD OFFICER – JUBALAND.

Within the framework of the priorities, objectives and strategies set by the delegation and under the supervision of the Head of Office, and in coordination with the Protection Delegate, the Protection Field Officer contributes to the implementation of Protection activities in Jubaland regions.

Main Responsibilities:

· Contribute to the collection, analysis and monitoring of protection concerns and trends, with a priority to the humanitarian consequences of the armed conflict in the Area of Responsibility (AOR) and works with the Protection Delegate for any agreed follow up.

· Collects either alone or together with the Protection Delegate indirect or direct first-hand information in relation to specific violations/abuses [from hospitals, clinics, IDP camps, communities]. This may include individual follow up.

· Conducts detailed field assessments either alone or as part of ICRC multidisciplinary teams looking at the needs of the affected populations and the viability of an ICRC intervention on a particular violation in close consultation with the Protection Delegate

· Assists the Protection team organize detention visits to places of detention in the area of responsibility and follows up specific tasks in PoDs [such as hygiene promotion, distribution of assistance, etc]

· Sensitize field staff, SRCS, assistants, local organisations and local authorities on ICRC Protection activities in close collaboration with Protection Delegate and the Head of Office. This may include participating in dissemination sessions.

· Liaise with the different stakeholders such as SRCS and various other external interlocutors such as IDPs, local authorities, NGOs and agencies on issues of interest. This may include participating in external coordination meetings.

· Develops and maintains an extended network of contacts among local authorities, parties to the conflict, traditional leaders, humanitarian organisations and members of civil society.

· Maintains contacts with the Somali Red Crescent Society branches in the area of responsibility with specific supervision and support (joint field visits, technical inputs, capacity building) to the Tracing Field Officers of the SRCS in Jubaland.

· Reports on all aforementioned activities orally and in written (Minutes of Meetings, Field Trip Reports) in a timely manner. Contribute to analysis (Assessment Reports, Operational Reports) and helps define annual objectives and plans of action under the guidance of the Protection Delegate and Head of Office.

Minimum requirements.

· Minimum University degree (4 years),

· Minimum 4 years of experience in a similar field ,

· Knowledge of IHL/IHRL is an asset,

· Ability to represent the institution & network (dialogue with major political stakeholders),

· Excellent oral and written English and Somali, Knowledge of Kiswahili is an asset.

· Computer literate,

· Excellent Analytical skills

· Good Synthesis skills,

· Capacity to work independently and/or with minimal supervision,

· Administrative and organizational skills,

· Committed to the principle of neutrality, impartiality and independence while carrying out institutional duties, sense of responsibility and confidentiality and has a strong sense of empathy.

· Organized, methodical and flexible personality with strong humanitarian motivation who enjoys working in a team environment with a capacity to apply multidisciplinary approach

· Ability to work independently and travel in all parts of the country.
