SENIOR FIELD OFFICER

Economic & Security Department (Ecosec)

Based in Manila

Under leadership of the Ecosec Coordinator, the SENIOR FIELD OFFICER is responsible for developing, managing and evaluating Ecosec projects or programmes specifically for Mindanao area. He/she is expected to develop and maintain a variety of working relationships in the community, the Philippine Red Cross (PRC) local chapters and other ICRC Assistance teams. He/she is required to travel with an estimated 60% activity rate mostly in his/her area of responsibility in Mindanao.

Main tasks:

-Project Planning and Proposals:

  • Participates in developing, implementing and monitoring of assistance projects or programmes
  • Conducts assessments of activities and recommends new projects as appropriate
  • Prepares project/programme analysis and proposes review and/or adjustments of strategies as needed

-Support to Ecosec Field Activities:

  • Maintains contact with Ecosec field officers; supervising and coordinating all Ecosec programme activities in Mindanao
  • Maintains contact and good working relations with the PRC chapters and other concerned ICRC departments
  • Develops and maintains transparent contacts with broad stakeholders in the community (barangay/purok leaders, other local authorities and non-profit organizations)
  • Monitors implementation of each programme activities by requesting and reviewing written evaluations and by conducting regular site visits in Mindanao
  • Provides required progress reports regularly
  • Trains and coaches Ecosec staff members in Mindanao ensuring compliance with programme guidelines
  • Ensures that ICRC criteria and other working modalities are strictly implemented
  • Ensures that data gathered through forms/questionnaires are accurately and precisely recorded for proper assessment and monitoring of assistance grants

-Reporting and Statistics:

  • Develops reports to aggregate evaluation results and communicate the Ecosec projects' impact in the community in conjunction with other ICRC Assistance teams
  • Ensures that paper and computer files are complete, accurate and filed according to operational ICRC standards
  • Maintains statistical information regarding grants or assistance activities of his area of responsibility (Mindanao)

-Data Collection and Processing:

  • Acts as the focal person for communicating Ecosec programmes in Mindanao
  • Ensures that Ecosec databases are updated on a timely manner with accurate data (Registration, Project dB,)
  • Ensures that accurately gathered data are processed and maintained in the Ecosec Program Management Tool (EPMT) internal database
  • Reports any discrepancy and resolves it immediately

-Collaboration with Logistics & Administration:

  • Keeps abreast of finance (budget follow up & forecasts) and logistics institutional procedures and complies with them strictly
  • Reviews Ecosec (cost center) related expense requests subject for his/her validation
  • Ensures follow up of allocations and budget expenditures are spent accordingly
  • Reviews requisition orders (RO) and validates them
  • Liaises with logistics department for timely procurement and delivery of requested materials, food or non-food items and/or services

Required Profile:

  • Bachelor's degree in community development, social work, public administration, sociology, agronomy or equivalent
  • Minimum six-year work experience in related field
  • Fluent in written and spoken English
  • Excellent communication and presentation skills
  • Excellent analytical skills
  • Excellent writing skills
  • Proven capacity in analyzing political and social environment

Competencies:

  • Proven team leadership and management skills
  • Very good computer skills with advanced knowledge of database applications
  • Knowledge in programme management
  • Flexible and open-minded personality
  • Ability to take initiative and work both in a team and independently
  • Be willing and ready to regularly travel in all parts of the Philippines

Area of responsibility: Mindanao
