The Senior Program Officer for Humanitarian Affairs is responsible for developing networks and dialogue with religious circles and associated groups in support of the ICRC delegation in Manila, enabling it to develop the knowledge and expertise to integrate Global Affairs activities into its operations. The Senior Program Officer for Humanitarian Affairs takes the lead role in organizing religious circles’ events related to IHL, Islamic Law and Humanitarian Principles, under the supervision of the Communication Coordinator.
Main tasks:
· Maintains and develops contacts with a wide range of religious circles and related interlocutors, including religio-political leaders, heads of religious educational institutions, students, humanitarian organizations, media and other organizations
· Supports and advises the delegations, its sub-delegations and offices, on how to network with religious circles and related interlocutors themselves, so that it is integrated into their operational approach
· Coordinates with the Regional Advisor for Humanitarian Affairs in Jakarta to ensure that the strategy in the Philippines is coherent with the approach in Southeast Asia
· Works to improve the quality of dialogue with all interlocutors by developing key messages of relevance to them, in collaboration with Communication, Cooperation and Protection departments
· Carries out research and analysis to better map religious circles and related interlocutors
· Contributes to the development of research and religious media monitoring capacity as well as analysis of wider contexts, highlighting and sharing information on key events and trends
· Helps to identify potential threats to the ICRC’s acceptance and security, and explores means to mitigate or prevent them
· Takes the lead role in organizing workshops, roundtables, seminars and courses for religious circle interlocutors
· Contributes to the development and production of publications and web resources, including supervision of the translation of key texts related to religious circles’ activities, IHL, and relevant Islamic Law
· Collaborates with the Communication Coordinator, Regional Advisor for Humanitarian Affairs and other departments on strategy papers and other key documents
· Supports other departments on general networking and on issues related to religious circles
Minimum required profile:
· University degree in Law, Political Science, Public Administration or equivalent
· Possession of a Master’s Degree is an advantage
· 6-year experience in a similar field
· Good knowledge of Islamic Law and of Common & International Law
· Fluent in written and spoken English and Tagalog
· Knowledge of Arabic and other provincial languages of the Philippines is a plus
· Excellent communication and presentation skills
· Confirmed capacity to analyze the political and social environment
· Capacity to organize work independently within a given framework and show initiative
· Ability to manage, analyze and summarize large amounts of information
