Yemen: Economic Security Coordinator

The ICRC defines Economic Security as the status of an individual, household or community that is able to cover its life and livelihoods obligatory expenditures in a sustainable manner, consistent with its environment, culture and customs. Within its global Economic Security approach in conflict affected countries, the ICRC implements Relief, Livelihood and Rehabilitation Programs in order to improve, restore or maintain food and economic security at household level. To achieve this objective Economic Security uses a combination of different interventions, such as cash and voucher programs, microeconomic initiatives, agricultural and livestock programs, and relief items distributions.

The Economic Security (EcoSec) Coordinator in Yemen is the focal point for all matters related to Economic Security activities at the Delegation level. S/he is responsible for definition of the priorities, objectives, strategies and their implementation. S/he directs the orientation, the planification, monitoring and evaluation of all the Economic Security activities of the Delegation. S/he closely coordinates with the management of the Delegation in the conceptualization, definition and implementation of the Delegation's short and long term policies and objectives.

With the current crisis in country, the EcoSec program in Yemen is moving towards an emergency-driven relief-oriented program geared towards responding to the immediate basic food and EHI needs of conflict-affected population across Yemen. However, Yemen is clearly in a 'Chronic Crisis' situation, where confusing and contrasting humanitarian conditions revail in different areas and at different times. In such unpredictable humanitarian environment, flexible programs with different types of interventions (relief and production) carefully blended with the appropriate modes of actions (support, substitution and mobilisation – of other humanitarian actors) are necessary to mount an appropriate humanitarian response. The program is currently in the process of being expanded drastically, expanding the food component while keeping the livelihood section unchanged in order to more effectively address changing needs.

Main Responsabilities

  • Contributes to strategic orientations of the delegation on issues related to EcoSec in cooperation with the management, the field offices and other departments
  • Is responsible for the design, implementation, monitoring and evaluation (M&E) of the overall EcoSec program port-folio in the country, and for the management of the budget, staff and material resources associated (incl. mobilization of specialists).
  • Produces key strategy, planning and reporting documents for the EcoSec program
  • Establishes contacts and networks with various stakeholders (UN organisations, local and international NGO working in Yemen and the relevant Yemeni authorities) to avoid gaps and duplications, and build synergies whenever possible.
  • Provides technical advice and guidance to the Cooperation department on all EcoSec issues in relation with the Yemeni Red Crescent Society: drafting of the Operational Partnership Agreement, definition of reporting requirements, planning of capacity building training for operational staff, etc.
  • Actively seeks internal collaboration and synergies with other Departments, such as Health, Water & Habitat, Protection, Cooperation and Communication, as well as Logistics, ICT, and Administration.
  • Ensures the preparedness of EcoSec in anticipation of shocks and to ensure timely and efficient responses. S/he integrates at all stages cross-cutting issues such as specific vulnerabilities according to the context, nutrition, accountability to affected populations, and a risk management approach.
  • Coaches and supervises the staff, and directly contributes to strengthening or developing their capacities
  • Participate in internal/external workshops and seminars, and EcoSec-related forums
  • Promote the principles of the Red Cross and of international humanitarian law;
  • As a representative of the ICRC, maintain contact and negotiate with government authorities – civilian and military – in order to carry out the work as effectively as possible.

Desired profile and skills

  • Ideal age: 30 to 40 years;
  • University degree in the field of economics, anthropology, agronomy, veterinary, nutrition, public health or strong equivalent experience in the humanitarian field;
  • Minimum 3 years field experience in similar position, managing at country level typical economic security interventions, including relief, cash transfer programming, livelihood support and social safety net approaches;
  • Professional experience in international humanitarian work and field missions abroad, especially in emergencies;
  • Experience of work with the Red Cross Red Crescent Movement is a strong asset;
  • Sound understanding of the project cycle, establishing appropriate (SMART) objectives and indicators is required;
  • Excellent written and oral communication skills;
  • Very good organisational, managerial, planning, reporting skills;
  • Excellent command of English is desired; knowledge of Arabic is an asset;
  • Fully conversant with word processing and spreadsheet software;

  • Strongly motivated by humanitarian work;

  • Ready to work in difficult contexts and spend time in the field, or to manage programs without direct access to the affected population;

  • Possessing good capacity to analyse and summarise complex situations;

  • Excellent ability to work under pressure in a potentially dangerous environment;

  • Strong capacities to manage, coach and motivate a small team of specialists and generalists;

  • Ability to take relevant decisions within a given framework;

  • Open-minded and adaptable, empathic and diplomatic;

  • Readiness and capacity to work in a multidisciplinary team involving other sectors linked to the economic security, and collaborating with Red Cross and Red Crescent movement' members.

Our operational and field constraints

  • In line with the principle of neutrality, the ICRC does not assign personnel to a country of which they are nationals
  • Candidates must be in good health and will have to do a medical check-up pior the departure in the field
  • Candidates must possess a driving license (for manual transmission vehicles)
  • Candidates must be prepared to accept unaccompanied postings (i.e. no spouse, partner, children or dependents) for the first two missions (minimum 12 months each) or total of 24 months
