The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization with the exclusively humanitarian mission to protect the lives and dignity of victims of war and internal violence and to provide them with assistance. It also endeavors to prevent suffering by promoting and strengthening International Humanitarian Law and universal humanitarian principles. The ICRC Somalia delegation in Nairobi is seeking an experienced and motivated person to fill the position of:

PRIMARY HEALTH CARE (PHC) CLINIC ASSESSMENT CONSULTANT

(Somali Nationals Only)

Background

In the absence of a structured government health system and facilities in Somalia, the Somalia Red Crescent Society (SRCS) more than ever, is a key provider of humanitarian services. As health and nutrition deteriorate, there has been pressure for the SRCS to expand its’ activities in South Central Somalia. Its presence and acceptance in most parts of Somalia is crucial for the implementation of health activities. Therefore, capacity building and commitment by the ICRC to strongly support the SRCS remains imperative.

The SRCS and the ICRC would like to do a re-assessment of specific clinics in Hiraan, Galgaduud, Bay, Gedo and Lower Shabelle areas in order to achieve/maintain basic quality health care for the catchment area of these clinics.

Main Responsibilities:

The consultant will remotely identify if the clinics have met 3 out of the following 7 criteria:

  1. Improvement of working hours for staff who have been employed;

  2. Access by Authorities/Community for Branch Health Officer (BHO) or National Health Officer (NHO)/Deputy Health Officer (DNHO), for purpose of supervision;

  3. Ability of Authorities/Community to have a regular provision of medical supply;

  4. Implementing Primary Health Care (PHC)/Outpatient Therapeutic Nutrition Program (OTP) activities;

  5. Number of Consultations per Month;

  6. Access for referral of patients to PHC and to 2nd level care;

  7. Proportion of acute respiratory tract infection, chronic lung condition, skin Infection, watery diarrhoea and malaria (suspected and confirmed).

Expected Outputs:

Ÿ Complete report that provides feedback if clinics have met the above criteria

Ÿ Focus groups interview to be included (at community level)

Ÿ Time frame: 4 to 6 weeks to complete the report

Minimum requirements:

Ÿ Medical background in Primary Health Care (Nursing or Medicine) with at least 10 years of professional experience in the field of Public Health;

Ÿ Proven epidemiological and statistical skills;

Ÿ Strong analytical skills and demonstrable experience in producing high quality reports;

Ÿ Excellent knowledge of the Somali context and of the Somali health care system;

Ÿ Proven track record of competencies in qualitative and quantitative Monitoring & Evaluation methods;

Ÿ Strong facilitation/presentation and conflict management skills;

Ÿ Excellent communication skills and the ability to forge strong cross-cultural relationships;

Ÿ Capacity to travel and work independently in remote areas with volatile security;

Ÿ Fluent in written and spoken English and Somali;

Ÿ Proficiency MS Office.
