The Head of Office (HoO) is responsible for networking and representation, context analysis and security, staff and operational management among other duties in his/her Area of Responsibility (AoR). The HoO will be based in Beletweyne and will perform duties including, but not limited to the following:
Main Responsibilities:
· Develops and maintains contacts and represents the ICRC towards a range of interlocutors;
· Maintains constructive relations with the Somali Red Crescent Society (SRCS) branch and sub-branches and eventual visiting Movement partners;
· Maintains contact with Somali Security Force authorities;
· Contributes to the definition, implementation and follow-up of programs/activities (Health, Economic Security, Water & Habitation, Protection) and Field Officer generalists in her/his AoR;
· Monitors, reports and contributes to the analysis of the humanitarian, political, military, economic and social developments and evaluate their impact on ICRC action;
· Reports events and changes within the region that could have an impact on ICRC's activities and hence provides sound elements to the Delegation that allow to establish objectives and priorities;
· Assesses on a permanent basis the level of ICRC’s acceptance in the region;
· Provides analysis and regular reporting of the security environment and related risks, suggests measures and supervises their implementation and the security company and/or the security team in the AoR;
· Ensures that security rules and procedures are followed by all staff under his/her supervision and those visiting/operating in his/her AoR, and apply them in an exemplary manner;
· Participates in the definition of the delegation’s strategic orientations and facilitates the implementation of the delegation’s objectives in his/her area;
· Maintains a regular (oral and written) communication flow with the Field Coordinator on all aspects;
· Participates in recruitment processes and ensure equity in employment;
· Manages, supervises and coaches the staff under her/his direct supervision.
Minimum requirements:**
· Higher Education (University or Technical College level)
· 8 years’ experience in a similar field of activity
· Fluent in written and spoken English
· Proficient in MS Office Suite
· Management skills
· Confirmed analytical skills
· Confirmed negotiation skills
· Very good communication skills
· Very good knowledge of political, social and cultural assigned environment
· Leadership skills
