The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization with exclusively humanitarian mission to protect the lives and dignity of victims of war and internal violence and to provide them with assistance. It also endeavors to prevent suffering by promoting and strengthening International Humanitarian Law and universal humanitarian principles. The ICRC Somalia delegation in Nairobi is seeking for an experienced and motivated person to fill the position of:
EMPLOYMENT OPPORTUNITY - HEALTH FIELD OFFICER (PHC/NUTRITION).
The PHC/Nut HFO is the focal point for all matters related to the ICRC supported SRCS primary health care program in his/her area of responsibility. This program covers OPD, MCH and in some areas in dare needs, OTP in collaboration with the Ecosec unit. As PHC/Nut HFO, s/he monitors the achievement of the objectives as per the PFR (planning for results) and the related Plan of Action. In particular, s/he builds up the capacity of the SRCS to run their health program and monitors its efficiency and effectiveness.
Based in Kismayo and responsible for Gedo and lower Juba areas, travelling extensively in his/her area of responsibility within Somalia and to Nairobi, the PHC/Nut HFO is under the responsibility of the Primary Health Care (PCH) Manager and works in very close collaboration of the SRCS health staff with clear Understanding of the three components of the Red Cross/Red Crescent.
Main Responsibilities:
· Is aware of socio-political situation and keeps information up-to-date.
· Channels all relevant information related to the context
· Advises expatriates on various fields such as culture, politics, economy, security, etc.
· Understands the ICRC mandate and is able to communicate it to interlocutors or beneficiaries
· Reports all security linked information to his superiors or the person in charge for security
· Registers and treats information (general and specific) with confidentiality and accuracy
· Liaises with Health authorities (MoH, DoH), Health facilities and Humanitarian Organisations working in the medical and nutrition fields in his/her area under supervision of the PHC / Nutrition senior health field officer (supervisor).
· Interprets and translates when required during meetings or of any medical related article/document from Somali to English and reverse
· Understands the modus operandi of ICRC and is able to communicate it to the interlocutors
· Understands the ICRC PHC & nutrition objectives and is able to communicate them to interlocutors
· Analyses the health system in place in his concerned area and in general, analyses the humanitarian environment linked to the medical and nutrition fields and provide his superiors with regular reports
· Exchanges information with the other assistance departments and is always searching for an integrated approach
· Introduces the ICRC, its activities and health program to the beneficiaries
· Is in charge for implementing the agreed health objectives of planning for results under supervision of the SHFO in his/her area; participates to the regular health meetings and keeps accurate records
· Assists in building the capacity of the Somali Red Crescent in managing its PHC and nutrition projects
· Monitors health projects making regular monitoring visits and related reports, evaluating their impact and making recommendations
· Participates in the reflection of the delegation regarding the planning for results
· Conducts assessments when required.
· Provides regular supervision visit reports
· Provides regular weekly/monthly reports and contributions to the Quarterly Health Technical Reports
· Provides ad hoc reports, messages regarding relevant health issues
· Reports on problems with accuracy and without delays
· Ensures that a good atmosphere is maintained with other ICRC departments through adequate communication
· For a temporary period, the employee may be asked to perform duties and task not covered in this job description as well as to provide support to other departments when and if necessary
Minimum requirements.
· University degree in health (Nursing , Midwife, or relevant discipline)
· 2 to 4 years of experience in the field
· 1 year experience in the humanitarian experience
· Fluent in English and Somali
· Excellent written skills
· Very good analytical skills
· Very good communication skills
· Good computer knowledge
· Good knowledge of geographically assigned areas and the Somali context.
