The International Committee of the Red Cross (ICRC) is a neutral, impartial and independent humanitarian organization that works to protect and assist people affected by armed conflict and violence. The ICRC has been working in the Philippines for more than 50 years. It carries out a range of activities to meet the needs of displaced and other vulnerable people, promote respect for international humanitarian law, and respond to emergencies, often in cooperation with its local partner, the Philippine Red Cross (PRC).

The ICRC Delegation in Manila is hiring for an:

HR ASSISTANT
based in Makati City

With the leadership of the HR manager, the HR assistant is responsible for a full-cycle recruitment using creative internal or external sourcing methods. The HR assistant ensures timely exchange of information with hiring and pool managers to meet staffing objectives for resident and mobile staff members. He/she actively takes part in the learning and development (training) needs with the Learning and Development team in Bangkok.

Main tasks:

Recruitment
· Develops and maintains a solid knowledge of local labor market and recruitment channels as well as an overview of the availability of local talents
· Implements recruitment guidelines (for external and internal recruitments) and explain responsibilities of stakeholders at the level of the delegation
· Writes vacancy announcements and its posting in compliance with the internal recruitment procedure
· Ensures the proper recruitment and management of other types of “staff” (daily workers, interns, consultant, etc.)

Selection, onboarding and staff planning
· Ensures the proper selection process, providing interview training when necessary
· Participates in interviews and discussion of employment conditions with candidates
· Oversees the administrative process (final offer, drafting of individual employment contract, etc.)
· Ensures the integration (onboarding) of all new assignments and improve the onboarding process if necessary
· Ensures the timely establishment of job descriptions and support line managers in formulating position responsibilities and incumbent requirements
· Ensures daily follow up, update and accuracy of mobile-staff planning tool based on inputs from hiring managers and the management
· Prepares accurate fortnightly and monthly reports on mobile-staff file to respective audience
· Highlights critical observations, delays and lapses in progress on the staffing of positions

Learning and development (training)
· Promotes the concept of professional development among staff members
· Oversees the execution of training guidelines and its coherent application
· Identifies and selects external or local training providers for institutional trainings
· Oversees the management of language policy

International assignments and succession planning
· Advises employees on various HR issues and refers to other HR service providers if needed
· Implements the policies related to the management of exposure missions and short missions
· Contributes to finding the proper balance between the sourcing needs of the institution and the delegation (e.g. overstaff, mission extensions, anticipated end of missions)
· Advises in identifying rapid deployment unit staff in the delegation, in collaboration with the HR manager
· Conducts the identification and analysis of critical positions as well as the complete position mapping and submit to relevant parties
· Contributes to the elaboration of the succession plan, gap analysis and development plan of identified potential successors

Required profile:
· Bachelor’s degree preferably in HR management, business administration or equivalent
· Certificate in industrial and labor relations and HRM is an asset
· 4-year similar work experience
· Good command of written and spoken English
· Excellent computer skills
· Proven capacity to employ defined rules and procedures
· Proven capacity of keeping confidential information
· Excellent organizational and time management skills
· Excellent interpersonal skills
· Very good negotiation skills
