The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization with the exclusively humanitarian mission to protect the lives and dignity of victims of war and internal violence and to provide them with assistance. It also endeavors to prevent suffering by promoting and strengthening International Humanitarian Law and universal humanitarian principles. The ICRC Somalia delegation in Nairobi is seeking for an experienced and motivated person to fill the position of:
PROTECTION FIELD OFFICER – BAIDOA.
Within the framework of the priorities, objectives and strategies set by the delegation and under the supervision of the Head of Office, and in coordination with the Protection Delegate, the Protection Field Officer contributes to the implementation of Protection activities in Bay, Bakool and Lower Shabelle regions.
Main Responsibilities:
· Contribute to the identification of priority issues/violations in his/her area of resposiblity for further monitoring and follow up.
· Collects first-hand information in relation to specific violations/abuses [from hospitals, clinics, IDP camps, communities].
· Provide practical guidance and support to the delegate in charge of the regions on the PCP issues on the ground.
· Conduct detailed field assessments either alone or as part of ICRC multidisciplinary teams looking at the needs of the affected populations and the viability of an ICRC intervention on a particular violation in close consultation with the Protection Delegate.
· Report to the Protection delegate on a monthly basis on the ongoing activities.
· Assists the Protection team organize detention visits to places of detention (PoDs) in the area of resposiblity.
· Collaborates with the Protection team and follows up specific tasks in places of detention PoDs [such as hygiene promotion, distribution of assistance, etc]
· Facilitates the Family Visit Program in Baidoa CP in close collaboration with Protection Delegate and HoO Baidoa.
· Shares oral and written analysis of the above with the Head of Office and Protection Delegate on a timely and regular basis.
· In coordination with the Head of Office, identifies humanitarian needs resulting from the conflict and proposes course of action (assistance projects, intervention to authorities, etc) when relevant.
· supports the Protection team in the monitoring of important public communication messages from armed groups (in Af-Maay and Af-Maxaatiri)
· Contributes to the analysis, definition of annual objectives and plans of action under the guidance of the Protection Delegate and Head of Office
· Provides timely analysis and contribution to the Weekly Staff meeting in Baidoa in coordination with the Head of Office.
· Sensitize field staff, SRCS, assistants, local organisations and local authorities on ICRC Protection activities in close collaboration with Protection Delegate and the Head of Office.
· Liaise with the different stakeholders SRCS and varying external interlocutors such as, IDPs, local authorities, NGOs and agencies on the varying issues of interest.
· Participate when required in internal and external coordination meetings.
· Develops and maintains an extended network of contacts among local authorities, parties to the conflict, traditional leaders, humanitarian organisations and members of civil society Maintains contacts with the Somali Red Crescent Society branches in the area of responsibility with specific supervision and support (joint field visits, technical inputs, capacity building) to the Tracing Field Officers of the SRCS in Bay, Bakool and Lower Shabelle.
· Writes minutes of meetings and submits them in a timely manner,
· Contributes to the drafting of various departmental reports including Operational Reports.
Minimum requirements.
· Minimum University degree (4 years),
· Minimum 4 years of experience in a similar field ,
· Knowledge of IHL/IHRL is an asset,
· Ability to represent the institution & network (dialogue with major political stakeholders),
· Excellent oral and written English and Af-Maay [local dialect]. Good knowledge of Af-Maxaatiri [the prevailing dialect in Somalia] a major asset,
· Computer literate,
· Capacity to analyze the socio-political and cultural environment, the dynamics of armed conflict and inherent humanitarian/protection challenges; capacity to identify the mainstakeholders involved,
· Communication skills (spoken and written),
· Synthesis skills,
· Capacity to work independently and/or with minimal supervision,
· Team spirit and capacity to integrate a multidisciplinary approach,
· Administrative and organizational skills,
· Sense of responsibility and confidentiality.
